When you publish a fractal, you explicitly agree that your creation is dedicated to the public domain under CC0. Anyone may use, copy, modify, or distribute your published fractal for any purpose without restriction. This applies to all published fractal images including wallpaper downloads.
Fractals in your private gallery are only visible to you and are not subject to this license until published.
